Disaster Site Management - Experience of similar projects in the past


Nur, in collaboration with FMS has the ability and experience to run such projects in the past, one of the recent examples is the Primary Health Care center JARED (KAGHAN, NWFP) in the Earthquake Disaster area which is running successfully and is providing Health facilities to a vast number of local population.

Nur was extensively deployed on site during the Northern Areas Earthquake in Pakistan in 2005. In addition to collection of over Rs. 1.5 million in cash donations, Nur collected over Rs. 2 million in food rations, tents & medicines to support a medical unit set up in partnership of FMH & CMH Abbottabad. 

Participation in current relief work

FMS and its outreach program Nur, has been involved in the relief work for flood victims since the beginning. It has established a communication center at the computer lab of Baluchistan University of Engineering and Technology Khuzdar. The University students have been enrolled in the relief work on the grass root level. The faculty members have been assigned at district level to coordinate with the students. The entire province is divided into 28 districts and 201 Union Councils. One faculty member is looking after one district. Two students are looking after one union council. Thus a systematic network has been created. However, this network is at present organized by volunteers. The same network if further organized through proper funding and strengthening of communication systems, can make a strong framework to coordinate the relief work more systematically. 

Collaboration with Baluchistan University of Engineering and Technology (BUET)

FMH and its outreach program Nur, are already collaborating with each other in the relief work. BUET has provided its computer lab, transport, offices, guest house to FMH for collaborative efforts. FMH has already delivered a 1-week supply of food to 300 families of Naal tehsil.
Through the generous support of the Qarshi Foundation and several individual donors from within the FMS & civil society, Nur, FMH & BUET are also working with Pakistan Medical Association Khuzdar wing and has already organized a 5 day free medical camp in the tehsil of Naal, which was badly affected by floods.

Rationale of the proposal

The rationale of this proposal is to convert the voluntarily organized network into a professional network through proper funding and job responsibilities.

Introduction

The program will use the existing computer laboratory and satellite based internet service of BUET. The BUET has already provided space, furniture, computers, residence and transport for the project.
The FMH/Nur team which is experienced in relief work and provided high quality primary health care services in remote and difficult areas will provide managers, data managers, doctors, supervision, monitoring and disbursement of funds.
The program will be supervised by the Program Director from FMH.
The office of the registrar of BUET, Director Administration and other administrative staff will coordinate the traveling of volunteers and gaining first hand information from the affected union councils. At least two student volunteers will stay in each union council for two months i.e., till information is completely available.
The students will also be provided with digital still cameras so that they can take pictures before and after any intervention. They will also provide pictures of damage, human suffering, food stores, sewerage system, or any incident occurring on ground. These pictures will provide evidence of ground situation.
The student will receive stipend for their stay, traveling, meals, and minor day to day expenditure.
The two designated students will also coordinate with Union council Nazims in all activities. This will prevent duplication, clogging of supplies and inequitable distribution of resources
At least one faculty member from BUET or FMH/Nur will be responsible to compile data from one district. The same faculty member will coordinate with donors, government agencies, press, media and other institutions. 
These faculty members will be provided with a respectable allowance for their extra efforts and time involved in the project.

Funding

Funding will be sought from national & international donors, governments from developed countries, and provincial government of Baluchistan. 

Duration of program

The total duration of the program will be two months to target immediate relief efforts. A longer and more sustainable project proposal for the medium to long term is being drawn up.

Prospects

This two-month program will provide authentic data about the ground situation in the flood affected areas of Baluchistan. This information can guide many other agencies, donors, institutions to direct their money, efforts, and time towards places where the need is greatest. This data can serve as baseline for all future interventions and collaborative programs.

Promotion of the program

The program will also have a simultaneous fund raising component so that funds are raised to fulfill some of the immediate needs of people when the volunteers go into communities. This will strengthen relation of students with people, prevent further frustration of the people, and will encourage people to give precise and in-depth information.

Aim

 

 

The aim of the project is to deliver the relief goods, medical facilities and financial support to the people of the flood affected areas on basis of need.

 

This project is also aimed at collecting precise information about the nature of losses and the opportunities of rehabilitation so that rehabilitation process is smooth and well coordinated.
